Add support for Dual Stack on externally facing Application Load Balancer to handle IPV6

Is this request specific to an Elastic Beanstalk [platform]
All EB platforms should be able to take advantage of Dual Stack support for IPV6.

We are particularly interested in the "Corretto 11 with Tomcat 8.5 AL2" platform and future upgrades to the Tomcat platform.

Tell us about the problem you're trying to solve. What are you trying to do, and why is it hard?
As the world runs out of IPV4 addresses ( "IPV4 address exhaustion" ), I anticipate more of our customers will require web sites that support IPV6 addresses. The AWS Application Load Balancer currently supports dual stack, but Elastic Beanstalk does not appear to support configuring the dual stack option ( IpAddressType ).

Are you currently working around this issue?
We are praying dual stack support comes before the user demand hits us.

Another motivation is laws in countries, ie in Norway (example: https://lovdata.no/forskrift/2013-04-05-959/搂12 ) which demands application to be available over IPv6 in the public sector.
