Support for .NET Core 3.1 in our IIS platforms.

We now support .NET Core 3.1 on Windows Server 2016 and Windows Server 2019 🎉 . Support for Windows Server 2012 R2 will be added in a future platform update.

See the release notes for specific platform versions and details.
