Describe the bug

Additional context in pypa/pip#11972

This is a follow-up from the initial mitigation PR: #626

Expected behavior

Ensure that customers can run the examples directory easily.

Minimum: update docs to specify that they install wheel. Or, implement other updates as per discussion in pypa/pip#11972
