One common criticism of PageTriage is that it uses newbie-language messages all the time, which can be easily lead to awkward situations. Twinkle on the other hand doesn't make use of such templates at all. Neither of the tools are great in this regard.
As an ideal middle ground, I think if the user editcount is less than 100, twinkle should newbie-language messages, otherwise the default ones.

Well, csd templates have the nowelcome parameter, but otherwise there aren't any appropriate templates for this (e.g. no support in xfd or prod notices). Would have to be edited on-wiki first.
