Spin Off WingTip Demo

IMO, the WingTip Games demo is worthy of its own Project.

i.e. Azure-Samples/active-directory-b2c-wingtip-demo

One reason for this is: I wanted to go review this sample again and I think to, where is that demo again? Oh yeah, it's buried under active-directory-b2c-advanced-policies.
