SAS keys don't support policies

using a policy in SAS keys will generate a 403 error, while it works when building a SAS key without using a policy.

Can you verify that your SAS key works with anything else, like a browser, storage explorer or the Azure portal, etc. AzCopy doesn't even know if the SAS is related to a policy or not. Did you associate the policy with the corresponding container using https://docs.microsoft.com/en-us/rest/api/storageservices/set-container-acl?
