This is something we have looked at in the past, and unfortunately there are a few blockers here. Namely, in PCL there is no way to hide unsupported functionality on a platform. For example WinPhone does not support Sync methods on the request objects, as such the PCL could not include the sync methods that are available on desktop today. There are a few other blockers at the moment, but this is something we are looking at going forward.
