This is a general issue that plagues all dotnet development on Linux. I suspect its a path issue. These path issues have been a problem for the last 3 versions of Linux and is not being addressed. The issue is intertwined with the bigger issue when installing the .NET SDK. Also, hasn't been addressed in over 2 years. This causes all sorts of failures ( testing doesnt work, dotnet tools dont work and this swa cli is another casualty.

When running this command, an error is thown: Command 'swa' not found -
swa start http://localhost:5000 --api-location http://localhost:7071. Obviously none of the swa commands work.

I am running Ubuntu 23.10.
