Note that the old links still works: https://babeljs.io/docs/en/next/babel-code-frame.html will be redirected to https://babeljs.io/docs/en/babel-code-frame.html
But it is good to shrink the size of README a bit, if any. Note that merging this PR will not release every package since .md is ignored in release changes. I think it is fine since both links work now.

Packages README links pointing to documentation are redirecting to Babel documentation index page. I've updated the READMEs generator script and regenerated all README for packages that was including their
README.md, so packages that doesn't have a README still are without them.
