Steps to reproduce

Apply filter on permission page for a module
Navigate to List modules page
Find a drop button with Permissions link for a module that is different to the one you selected
Click on the permissions link

Expected result
Navigates to permissions page, changes module filter and scrolls to that section

Actual result
Navigates to permissions page but does not change filter and does not scroll to section if not visible
