See backdrop/backdrop-issues#6291.

The link on that page leads to https://www.drupal.org/docs/7/api/form-api and a set of short sub-pages. We should add these pages to docs.b.org (suitably Backdropified), and then update the discussion in form.inc to point to our own pages.
