Can the plugin run without Cypress Cloud?

I have installed the plugin and configured a slack channel and bot to allow messaging, i tried running the plugin with the.
npx cypress-slack-notify --test-channel #cypress

and i got this back:

posting a test message to the channel "#cypress"
✅ Slack message posted

But I never get a message to my slack channel when i run my tests. I run them localy with npx cypress run or npx cypress open through the dashboard but in none of those cases i get notified about the failed specs that i have listed in the notifyOnTestFailures object.
