This is the 1.1 section only. 1.0 doesn't include the trailing "or."

Some background, this section was intended to say something to the affect of, "Holds are common in the industries where the exact amount for goods or services rendered is not known upfront but falls within a known range. Funds may be reserved in that range and captured up to the reserved amount at a later time when the exact cost is known. For example, tips added by the payee to a restaurant bill."
