A pattern has been established where the supervisor could not apply the target state to devices that have services stuck in a starting state: https://jel.ly.fish/pattern--http-code-500-server-error-task-already-exists-unknown-steps-start--3314cab

A forum user reports that restarting the service using the Balena Supervisor API /restart-service endpoint resolves the issue.
