make healthdog/watchdog timeouts configurable via config.json #1724

We have various timeouts in the OS. the more important ones are the healthdog ones in systemd.

It would be nice to configure them via config.json so that we can tweak these for slow devices like pi0 and slow sd cards.

In some cases, healthdog triggers for no reason.
