Arabic characters doesn't appear

I add

meta http-equiv="Content-Type" content="text/html; charset=utf-8"

in the head of view html but the Arabic characters doesn't appear also i add suport font type in header

<style>html,body {font-family:'Tahoma' }</style>

That is a dompdf issue, maybe ask there.
