Kindle Direct Publishing (KDP) doesn't allow free books. Lowest price is $0.99 USD. Oddly the price is based on how many MB the book is!

Does Amazon charge the seller for download bandwidth used by the book? For a book that’s updated a lot that might be uneconomical.

Not sure, I cannot find the info on it. What I do know is that selling it for $0.99 means $0.35 for the seller (35% royalty). So $0.65 for Amazon. That should cover the bandwidth. However, the book is about 8 MB, so the minimum price is $1.99.
