【システム】SQLite運用環境で Undefined offset noticeが発生する #1544

SQLite運用環境において、

Notice (8): Undefined offset: 0 [CORE/Baser/Model/Datasource/Database/BcSqlite.php

というNotice表示が大量に表示されます。
昔からあった問題のようですが、サーバ側でPHPの表示抑制が効いていたために特に気づかれることがなかったようです。最近になってPHPの基本設定がシビアになってきた関係か、ちょくちょく見かけるようになりました。
修正可能なのでのちほどプルリクをまとめます。
