Save Settings garbled

I installed on two servers you CMS, default data are normal, I make changes to the site information, save pages and databases are garbled "????." My MYSQL database encoded as utf-8_general_ci.
Is there any way you can fix it?

Hello.
Your MySQL encoding seems correct.
I guess it's due to some of the multibyte string settings in php.ini.

ex)

mbstring.language = Chinese
mbstring.internal_encoding = UTF-8
mbstring.encoding_translation = Off
