Create an ELI5 contributing.md for people new to contributing on github. Include resources for how to use git for contributing as a section of the document.

I think all PRs should state exactly what changes were made so we don't have to look at the code to know what functional changes occurred. Also include tests in PRs -> ask on discord if you have any questions on how to test
