Alternate implementation

I have a Haskell multiaddr implementation that I started a couple months ago (and I'm afraid I've taken the multiaddr name on hackage). It offers a similar set of functionality as yours; perhaps we should be collaborating?

Hey micxjo! I should really have checked hackage beforehand. Thanks for telling me about your implementation. I see you have the "encapsulate" function as well as a lot of query functions. I've used libraries for both IPv4/IPv6 and VarInt implementations. For the collaborating, it looks like you have it under control :) But I'll see if I can contribute and maybe do a pull request.
