now that flex is the new standard, why are the present in basscss?
i belive their presence encourage bad practices

While I don't speak for the author, the reason is likely to provide a non-flex option if a user needs to support an older browser. Tachyons for example doesn't include a flex component at all (yet) for this very reason.
