Legacy tooltips unresponsive to census filtering

Tooltips don't change when filtering by census. The point in the image below does not represent thousands of people, but the tooltip that was opened when Total Population was selected still shows it this way.

Repro steps:

• Click on a dataset
• Click on a population point to bring up the tooltip
• Note the population number
• Click on a census group to filter the map
• Note that the population number remains the same until users click on the point again
