[bazel.build] Problem with /install/redhat

bazel4 is too old to run couple of bazel rules. this is especially true for rules_rust. with bazel5 rather than bazel4, no issues are observed. so, please update or put some comments on the latest bazel for fedora. thank you.

Hmm. If we're no longer supporting builds on Fedora (5.0 was released 1.5 years ago), maybe we should remove that page from our docs.

these builds have been best-effort, and I've been asking for a maintainer to take them over. There are many many users pulling from my copr repos that would be left hanging by dropping that. I'm happy to transition that repo, if possible.

@vbatts Thanks, maybe reach out to the users of this package and check if anyone is willing to help fix #14819 and maintain the package? Probably also worth posting in the Bazel slack channel.
