Description: Once enabled, direct usage of native j2objc_library will be disabled. Users would need to use Starlarkified rule instead.

This flag will become NO_OP once j2objc_library and j2objc_aspect are fully starlarkified. More information to come.

Putting a low priority on this one just because externally j2objc isn't used
