Update to SPDX 3.2

SPDX 3.x has been out for some time, and several licences have been deprecated:

• there's no "+" at the end of license identifiers anymore, they are replaced with explicit "-only" or "-or-later" suffixes.
• licenses that handled exceptions to a common licence are deprecated in favor of the "WITH" keyword.

However, the data fields notes and header don't exist anymore in the upstream data, is it fine to just remove them?

Seems absolutely reasonable. People can download an older version if they need it. 😄
