The user is not displayed with total number of "Linked Bank Short Names" row items after clearing the applied filters

Describe the bug in current situation
Applying filters on the "Linked Bank Short Names" tab and clearing all filters does not load the total number of rows.

Steps to Reproduce
Steps to reproduce the behavior:

1. Go to 'the EFT test link URL'
2. Log in as staff with valid IDIR credentials.
3. Scroll down to and click on "Manage EFT Payments"
4. Click on "Linked Bank Short Names".
5. Apply any filter.
6. Click "Clear All".

Actual/ observed behavior/ results
There should be 101 rows currently present on test, and when the filters are cleared, it does not load all 101 rows unless you click refresh.

Expected behavior
Clearing all filters should display the total number of rows shown in parenthesis for the Linked Bank Short Names
