Legal API: remove Transition Application from allowable actions

@Mihai-QuickSilverDev says that we haven't implemented Transition Applications yet and he'd like us to remove it from the allowable actions.

Mihai also says a business must be historical to allow a transition application (per COLIN). He also says it may be done via a Jupyter notebook. Both of these are good reasons to exclude it from the allowable actions at this time.

This is low priority because it's not hurting anything. (Except it should not be allowed while the business is active, and should only be allowed for staff probably.) If we never implement Transition Applications in LEAR then this is simply obsolete code to clean up.
