Add option to track the usage analytics with Matomo on instances of the ledger browser

We are launching the Ledger Browser against the Sovrin Mainnet. In doing that, we want to be able to track the usage stats of the Browser. Add Matomo tracking to the Ledger Browser and add deployment parameters to optional activate the tracking and to direct the tracking to an instance of Matomo. We'll want to direct the instance showing the Sovrin MainNet to our instance of Matomo.
