ASA: Query map data on click

Describe the task
Allow a user to interact with the ASA map in order to query any point location on the map. Start off by just getting the HFI value on click

Acceptance Criteria

• Pop up that displays HFI value at location
• second
• third

Additional context

• Map clicks currently only interact with Zone Unit polygons, might need a separate map click tool in OpenLayers
• PMtile layers currently don't store raw HFI values, they store the classified values of 1 or 2
• If we want to query more than just HFI down the road, this should maybe work as an endpoint that accepts user interaction coordinates/proj information
