FireBAT: Cannot save urls with selected stations and fuel types #3556

Actual Behaviour

Saved FireBAT URLs no longer load selected weather stations and fuel type combinations. FireBAT loads with an empty table.

Steps To Reproduce

Select a number of weather station and fuel type combinations in FireBAT.
Save the URL.
Open the saved FireBAT URL in a new browser session.

Expected Behaviour

The saved URL should open FireBAT with the selected weather stations and fuel types. Here is a test URL that replicates the issue. The URL should open the Afton and Fintry weather stations both referencing the C-7 fuel type:
https://psu.nrs.gov.bc.ca/fire-behaviour-calculator?s=298&f=c7&c=undefined&w=undefined,s=322&f=c7&c=undefined&w=undefined
