Create an interface for PEP-391 style dictionary config. Start with a concrete implementation for Monolog but be aware of the possibility of extracting an interface/framework that could be used for other engine plugins.

Err... isn't this just a specialized DI container? Seems like maybe that's a better problem to work on solving.
