Stabilize selinux behavior on RHEL-9

This changeset adds a static selinux policy for RHEL-9.
This policy is manually built from RHEL-9.0.0 host so it
will work on all versions of RHEL-9.  If build server
builds the policy with a later RHEL-9 version, the policy
is not backward compatiable with RHEL-9.0.0.
