UA: Mozilla/5.0 (Android; Mobile; rv:23.0) Gecko/23.0 Firefox/23.0

UA нестандартный андроидовский, в нём даже нет версии 4.1.1, плюс Firefox мы официально на тачах не поддерживаем, так что other – это вполне себе честно.

Самого наличие слова Android, Mobile недостаточно чтобы сделать вывод - "Да это устройство на платформе Android"?
Это необходимо, чтобы например сказать - "У нас есть приложение для Андройда"
