Handle global values appropriately

Currently, the output module will not handle initial, inherit or unset, the global keywords that are not defined in the specification grammar for each property. I think this is appropriate to handle globally and not per-validator; I did read somewhere that there were a couple of exceptions but I can't find the link to that now.
