There seems to be an error when ignoring targets from child tasks, which results in an unnecessary rebuild.

Check bob-server - ui/build

Reproduce:
bob clean all
bob inspect input ui/build > ../before
bob build --no-pull
bob inspect input ui/build > ../after
diff --color ../before ../after
