[imageplugin] refactor suggestion logic out of hallo #39

in #36 we merged the WIP for the image plugin to hallo. this is one of the tasks that remain to do:

the code starting here should be refactored to use the injected suggestions function:
https://github.com/bergie/hallo/blob/master/plugins/image.coffee#L148

this also involves porting this implementation of suggestions to create.

This has been refactored to a sub-plugin, which should be good enough.
