Docker: Provide 0 downtime restart and/or safe restarts #33

See https://github.com/beyond-all-reason/spads_config_bar/blob/main/docker/scripts/run-spads.sh for a first implementation of safe restart, currently not working as expected.

A safe restart is waiting for ongoing games to end upon receiving TERM or INT.

A 0 downtime restart is starting rooms on updated config while instances on old config wait for games to end to terminate.
