Sometimes one may need to add some custom settings to the puppet.conf, for instance "pluginsync = true" into [agent] or such.

This became more of an issue when trying make the puppet master use a different hostname for the cert than it has as an actual host name.

By default, puppet master will use the fqdn on the system for a cert name and if we want to use an internal IP address for the clients to access the master using a different dns name, we need more control over puppet.conf.

This has been addressed with version 0.0.7
