I came to this repo to install this extension on my new computer. But when I saw this issue, I decided to check out the Safari Extensions Gallery and I noticed that there are some PIP extensions in it already. I don't mean to disparage this extension. I just want to share that there are some extensions (like PIPer) that have very similar features as this extension.

As of Safari 12, extensions outside of Safari Extension Gallery or App Store are not supported. We need to publish it now.
