Cannot publish any reports since about Feb 1 2022 #29

Every attempt to publish across multiple release pipelines is returning:
"##[error]The remote server returned an error: (401) Unauthorized."
Credentials have been re-entered several times. Confirmed a logged in user with the same credentials can publish via Power BI desktop app to the same workspaces.
Started about Feb 1, when Microsoft disabled TLS 1.0 and 1,1 and now requires TLS 1.2. Is it possible this is the issue?
