Reduced points appear on Leaderboard

Specific example is for Marty on Discord, but many different users have reported similar issues.

Even if user is on team BiblePay and has enough stake in the address, BiblePay only displaying reduced points.

the info below is for marty on discord. RAC of 1442 on team biblepay requires 12,786 BBP stake. He is on team biblepay (teamid 35006).

His points on the leaderboard only shows as 269.

He has not sent any additional sendgscc wcg manually - he just let's biblepay qt send it normally. so, why are his points showing as 269 instead of 1442?

1. If you don't have enough coin*age in your CPK address, we drop down to another set of rules. The current rules for 'commensurate rac' are incorrect in the wallet and have already been fixed, but not 'enabled' yet until Feb 1st 2020.

2. Although he has a balance of 24k, Im not seeing evidence here that he has 12.8K coin age (it could be that his coin age is being spent each day on other things). Can we have a paste of 'exec rac' midday from his wallet? We need to see what coin*age percent the wallet thinks it needs to spend.
   (Showing the bx address is not enough, because that does not take into account situations where the user does not have an external purse set up, which should be seen in the output of 'exec rac').

I joined the PoDC leaderboard informatoin with the WCG stats and team files. Except for pollux and barton26 that are in team GridCoin, everyone else is on BiblePay. I've calculated stake requirements based on actual RAC from WCG. And also provided a column for variance. I'll do some more analysis, but the issue seems to be only affected me the worst, but a few other people. I'm going to see if user creation date or any other things from the WCG file makes sense.

I don't see how that is possible, I gave you the chainz link and there's no other tx besides the sendgscc wcg. Only the wallet sent the gsc tx and another time did the user send one manually.

Doesn't the external purse get created automatically when you perform a exec associate wcg_nickname wcg_verification_code? The address I posted originally is the purse address so doesn't mean they have the coins in the right address and it is being used properly for PoDC 2.0?
