Let's investigate whether we can support pip install bigartm. A pragmatic solution would be to build binaries locally on all OS except Windows (same as pip install numpy), and install pre-build bigartm binaries for windows (same as pip install pymystem).
We should also make work out how users will upgrade once we release a new version.
