Describe the bug

Horizontal navigation menus should only use scrollbars when there is overflow, and the scrollbar should probably be a little more subtle.

To Reproduce
Steps to reproduce the behavior:

Force scrollbars to always show.
Visit "My Account"

Expected behavior

Scrollbar should only appear when needed.
