Allow ability for users to delete account / scrub data ( GDPR Compliance ) #311

A few users out of thousands have requested their free / trial accounts on hook.io be deleted and personal data be scrubbed.

Since this seems to be a requirement of the recent EU GDPR (General Data Protection Regulation), we will add the ability for users to automatically request their user data be scrubbed.

Data protection is important. We will add more features to the API to do our best to comply with GDPR. hook.io isn't collecting or harvesting user data and doesn't really require anything but an account name and email address.

I'm no lawyer, but GDPR should have minimal impact on hook.io. If anyone can spot anything else that we need to update, please let me know.
