UTF-8 implicity doing bad stuff on Windows

warn-transformer suffers from explicit text-file encoding handling in exactly the same ways as warn-scraper, as seen in biglocalnews/warn-scraper#584 .

Testing would take far longer than the fixing. To find problems, grep on "with open" and look for read or write operations that are not binary.
