How to restrict other application from using my VPN

I am creating a VPN connection to my client server using OpenVPN for Android. 
Is it possible to restrict that the VPN connection has to be used only by oen 
application. Other applications should not have access to the VPN network. Or 
is it possible to create a VPN connection on a Restricted user?

Restricting VPN connections to apps is possible in 5.0+. Using VPN as a 
different user (not restricted iirc), is possible since 4.4+
