Env with tensorflow 1.14 or 1.15 #89

We need an env with tf 1.15 to run the deepimagej models.
Unfortunately it seems like only 1.14 is available via conda or pip, see bioimage-io/spec-bioimage-io#195 (comment).
Maybe 1.14 would also work.
