Changes to transfer options might not always save to disk

In some cases, changes to transfer options on the UI are successfully applied in memory, but they are lost on the subsequent restart, as these changes are not reflected on disk at all.

When changes to a specific presentation context is made, the transfer syntaxes in place should be encoded explicitly on disk, regardless of what default transfer syntaxes are specified.
