This has been done internally via bisq-network/proposals#182 and Keybase messages about it, but I'm keeping the issue open, as it will probably merit follow-up communications to make sure everybody is aware, and we may want to announce it more broadly, e.g. via a blog post.

Closing as complete; announcement was posted at https://github.com/orgs/bisq-network/teams/dao/discussions/11 on April 29th. As the proposal for adopting the process at bisq-network/proposals#182 was just approved, I'll also "re-announce" this during next week's Q2 2020 Update call (#81).
